Program umping all over the place

When opening an image, the program jumps quickly all over the place, making it impossible to work. I've tried force quitting and then reopening, but this problem keeps happening.

To be honest, I don't even know what a video driver is. I don't do anything video, so you're saying this would affect the performance of photoshop elements when I work on still images? The second question is then why does it work again when I uninstall the program and then reinstall it?

What version of Elements and what OS are you using? Can you be a little more precise in your description of what is happening.

I'm using elements 2024. I just uninstalled and then reinstalled the program, and now it works. I had the same problem just 2 months ago. So will I have to keep doing this? This is crazy, and I will now look for a possible replacement program.
