PS doesn't recognize Wacom Intuos brushstrokes.

PS Elements doesn't recognize brushstrokes with the pen on Wacom Intuos. If I just touch the tablet, a dot will show up, but when I move the pen to make a stroke, it don't do it, it only leaves the dot.   Also, when I zoom in on tablet, and put pen on canvas to do a brushstroke, it just moves the canvas around.  It works fine with MSPaint, just PS Elements has this issue. I have spent endless hours googling, youtubing etc, trying to find a solution.  I spent 2 hours on the phone yesterday with Wacom, downloading drives, reboots, deletes, everything they asked.  The conclusion was that it is an Adobe Photoshop issue.  Please help, the tablet is useless with this issue.
