Do you have more than one computer with Elements 2022? If so, I assume that you were still signed into the program when you had the crash.  You would then need to deactivate your licenses by contacting Adobe Support.

 

If that is not the case, you should end all Adobe-related processes in Task Manager, reboot and start the installation again.

 

Otherwise, just try contacting Elements support. You can start a chat session by clicking on the blue Contact Us button under the Support menu at Adobe.com. Or you can contact Support by telephone using the numbers listed here: https://helpx.adobe.com/contact/phone.html.  Depending on your region, Support may not be available over the weekend.

I am running windows 10. I started the Task Manager and I could not find any instances of the Adobe Application Manager.

What OS do you have?  If you are running Windows, look in the Task Manager and quit all instances of the Adobe Application Manager, reboot your computer and start the installation again.
