PS Elem 10 won't install with registered serial #

I have a registered CD I bought from Costco. It and my account have the same registered serial number which is valid.

I also have a new computer that does not have a CD drive (OS win 10 and CD was win version).

I have now twice downloaded PS Elem 10 (link provided by chat and appears next to my account's registered prodect). Twice it has refused my serial number for being "invalid". 

I own this product and adobe "support" will not help me to access it. Spent over 1.5 hours on chat with 3 different people; Last one said to post here - more than aggravating.
