PS Elements 13 64bit

I downloaded the 64bit file and it says it won't run on my 64 bit windows 7. I downloaded the application manager 10.0 and installed. Did not help. When I downloaded the file that's posted on other Elements 13 questions the link downloaded version 15. It won't work with my serial number. Help please.
