PS Elements 14 frozen on welcome screen

My PSE14 was working earlier today and when it synched with the server to tell me that I could upgrade to 2021 the application no loner works for video editing.

Am I forced to pay for an upgrade to regain this fuctionality?

What OS are you using?

Is it just Premiere Elements or Photoshop Elements also that is not working?

Hi, I'm running W10. I have both Premier Elements 14 and Photoshop Elements 14. Premier Elements 14 is working fine and all but the video editor feature is working on PSE14. The video functionality was working when I launched it this AM, but when the upgrade message posted on the welcome page after a restart, the video editor did not launch.

I verified my serial numbers are accurate on my account.
