PS Elements 15 [Will not run on Win 10: error "unable to start correctly (Oxc000007b)"]

I have tried unsuccessfully to contact Adobe support....... continuous merry go round without actually contacting anyone!

I am using a HP pavilion HPE PC with 8gb ram and 2tb hard disk with windows 10 home.

Having installed licenced / purchased photo shop elements 15 all seems well until selecting the programme to run....... I have un-installed, re-installed several times with the same result!  The programme simply displays the following:

" The application was unable to start correctly (Oxc000007b). Click OK to close the application. "

Having paid the purchase fee and being unable to use the software, contact with Adobe proves impossible.

I have registered a resolution via Pay pal  in frustration!

Being an existing user of PS 11 I really wanted this upgrade.  Is there a solution to this problem PLEASE ?
