PS Elements 2019: Background Layer Disappears

After I Open a file into a Blank (New file) the Background Layer disappears. Could anyone offer a solution or reason.  Thanks

    Try this:

    Open a picture file. You should see the picture in the work area & its representation in the layers palette as the Background layer.

    Minimize the picture.

    Now, go to File>New>Blank file and it will show up in the work area and in the palette

    If you wish to avail yourself of the "real estate" provided in the blank file, you can copy/paste the picture.
