PS Elements 2024 won't start

Hi, got PS Elements 2024, from a well known large German electronics retailer last year and it never worked for more than a couple of weeks at a time. I have had to do numerous re-installations - after a couple of weeks, adobe does not recognize my serial number or activation key anymore and there we go, can't finish the work I started, the photo album I was working on or whatever. 
I have had numerous conversations with adobe chat as well. To no avail. What am I supposed to do, except buy Affinity?
