PS Elements Editor will not open

I have been using Photoshop Elements for quite a few years.  Have never had a problem.  Then, just a weel or so ago, I would double click on my Photoshop Elements 2019 to open it.  It would open to the screen that shows the different applications to open.  I mainly use the editor, so I clicked on that.  As usual, the small narrow black message would appear with the spinning gear. It would stay on this for several minutes and then would never open the editor.  Tried opening as administrator, but that also failed.  Really need some help on this as soon as you are able to.
