PS Elements - Photo Editor 2024 - define preferred save format + default folder open files

If I remember correctly, in much older versions of Photoshop Elements you could define:
a) the default format for saving photos/images, e.g. JPG, and not, as in versions 2022,2024, scroll through the list of available formats with each save and choose the one you use most often - so please add the option to define your preferred save format.
b) similarly, you should add the option to select the default folder from which photos/images will be opened - now you have to go back to the source folder each time you open them. Interestingly, you can set the save folder when you first save a photo.
