PS Elements will not load/launch

I have just purchased and installed PS Elements 14 however no matter what I do I cannot get it to open/launch/load despite repeated clicking on the icon. I've even tried launching it from the exe file to no avail. Someone help please????

It would help if you tell us about your operating system. Also, PSE 14 is an old version. Where did you buy it? Do you have a serial number?

Hi, thanks for responding.

Ok from the start, I'm running windows 10, which should be compatible. I bought it on Ebay, and it looks very much the proper deal. Full packaging, with a serial number. Installation appeared to run ok and I received the message that I can now use the programme. However, it simply won't start up, no matter what I do. It's as if the start button has become detached!!
