PS2021 - Image/Editing Screen Image Refresh Problems

I bought PS2021 in Augest (a few months) ago and I have yet to use it successfully. I have lots of RAM/HD/CPU and resources: AMD 5900x, 64Gig, Nvidia 3090, etc. I have already tried enabling/disabling hardware acceleration in PS2021.

PC: Windows 10 Pro and all drivers are continuosly up to date. I use lots of different software from programming environments, video conversion, to MS flight sim 2020 and I do not have any graphics problems.

Display issue: I could probably make a video of it happening if I had to - essentially, the image on the screen does not update. I can sometimes see a change if I drag the window off of and then back onto the screen or minimize/restore the window. Generally speaking, I can see the various tools being selected when I click on them and color picker to me look okay.

Here are a couple of good examples.

Marquee: Draw a rectangle selection, I can see the dashes (not animated) while dragging it out but after letting go of mouse the marquee disappears. Move the window on/off the screen and then I can see marquee - not animated, if that means anything.

Even when the Marquee is hidden (because of the bug, not because I hid it temporarily) I can see my mouse cursor change to a selector when I hover over the selection so we know the selection is really there.

If I refresh the window to view the selection, and I add to the selection (union) then the original dashed lines of the selection remain on the display but the new selection's borders indeed vanish! (until I refresh the window).

Layers: There are too many issues for me to describe, but it's similar to the Marquee and this alone makes the software unusuable since I can't see results easily. When working with layers (my own or even those from Smart Brush) I do not see always see changes unless I force the screen to refresh.  

Secondly, I do not always see the layer thumbnail change.
