PSE 13 activation

I can nomore activate PSE 13 software on a PC with the latest version of windows 10.

The activation keeps requiring a connection to Adobe (see attachment), in spite of repeated performance of the connection process through Adobe Account access (which, by the way, worked fine to allow me access to this page!)

How can I overcome this problem?

Is it a trick by Adobe to force us into purchasing new software?
