PSE 13 works slowly :-(

I've recently installed PSE13 (64) on a new machine (Windows 10-64, i5-8600k, DDR4-2666, GTX-1060, SSD), but it's abnormal slow. Moving an image in PSE and even the PSE window itself is jerky, to apply the built-in filters is slow (tile by tile), even to switch off and on a layer takes 1-2 seconds. PSE13 is installed on the SSD. There is something wrong!

Other applications (including other graphics programs and video programs) are running quite fast, so it should not be a hardware problem. But compared to PSE12 (32) on a 10-year-old Celeron computer running Windows Vista, this PSE13 is much slower. Does anyone have an idea here? That can not be normal 😞
