PSE 14 can't open images since installing Office 365

I recently purchased and started using Office 365 on my Windows 10 computer. I now open my computer by logging in using my Microsft account instead of a local account. Since then, it took me forever to finally set PSE14 as my default photo viewer but it doesn't work. I click on an image, tell it to open with PSE14 and the program opens. But the image doesn't show up. If I have PSE already open and then use it to open an image it does work.

Any suggestions on how to fix this?
