PSE 14 Cannot open my catalog.pse14db after reinstall

I had to Reset Windows 10, after which I reinstalled Photoshop Elements 14.  My catalog.pse14db file was retained.  But PS Organizer does not find this catalog file, either in File > Manage catalogs, nor when I click on the catalog file in Windows Explorer and "open with " Photoshop Organizer 14".

I tried to "Launch" the file instead of "Open", and it cranks through a few thousand files then it fails with an error.

I did not backup my catalog.  I simply didn't come across this or understand the importance since my catalog file was copied -- not using the backup function -- on a separate backup hard drive.

I have tried all of the paths in File > Manage catalogs.  Nothing has worked.

If I create a new catalog and import my files, all of my Tags are lost.  People, Places, Events, and Star Ratings are gone, despite the fact that I chose to import the Tags and it seems to go through that process.

Where I seem to be now is to re-tag my photos all over again.  Hours and hours and hours of work.

Does anyone have any advice.

    If you find the folder which contains catalog.psdb, usually it's enough to double click on that database file to open the organizer with that catalog.

    Thank you, but this did not work.  It is the same as right-click > Open.

    I suspect that resetting Windows 10 has lost the association for the .pse14db extention with the organizer.

    You could check that association in Windows 10. If it is not present, add it. If it is already, I am afraid you might have to uninstall and reinstall PSE15.
