PSE 14 slow to launch, editor will not load ... help?

I purchased/downloaded the combo of elements and premier awhile back, but just today tried to open elements to edit a photo.  An update needed to be installed, so I did that and restarted my computer.  When I launch elements, it takes a long time to come up.  I can only get into organizer so far, and I imported one photo.  When I ask it to load the photo editor it shows that it is trying, but never comes up to work on the photo.  Help, please.

I would request you to once check the minimum system requirements for PSE 14 as follows:

Windows    

  

  • 1.6GHz or faster processor with SSE2 support
  • Microsoft Windows 7 with Service Pack 1, Windows 8 or Windows 10 (32-bit versions will be installed on 32-bit systems; 64-bit versions will be installed on 64-bit systems)
  • 2GB of RAM
  • 5GB of available hard-disk space (additional free space required during installation)
  • 1024x768 display resolution (at 100% scale factor)
  • Microsoft DirectX 9 or 10 compatible display driver
  • DVD-ROM drive (for installation from DVD)
  • QuickTime 7 software
  • Internet connection required for product activation and content download*

  

  Mac OS 

  

  

  • 64-bit multicore Intel processor
  • Mac OS X v10.9 or v10.10
  • 2GB of RAM
  • 5GB of available hard-disk space (additional free space required during installation)

In case you are running under the prescribed requirements, then you are likely to face some performance issues.

Please compare your machine specs with above and tell if this is not the case.

Thank you for your reply.  I think I may need the Quicktime, since I can't find it in my programs. I use Windows 7.

My story is that earlier this year I agreed to the Windows 10 free install.  Then my computer messed up.  Turned out my hard drive was failing.  I lost my Elements 9 (upgraded to 10) program that I had downloaded years ago, but must have been through a 3rd party, because it was not registered with Adobe.  So I couldn't get it back.  When I saw the reduced price for Elements and Premiere 14, I bought it and downloaded from the web, registered.  But this is the first time I tried to open it, and it won't.

I have an i5 2.4 gh

6gb ram

lots of hard disk space

display 13?? 768

direct x 11

I downloaded Elements and Premiere from the web site

So can you help me with my next steps?  I really would appreciate it.
