PSE 15 crashes on start up

I recently purchased PSE 15 via download and installed it on a desktop Win10 machine, and it runs fine.  I then copied the PSE 15 folder to a jump drive and copied to the desktop of my laptop, a Win8.1 machine with 6GB memory.  I double clicked the setup.exe, and PSE 15 installed without any problems.  But when I double click the desktop short cut, a window pops up stating that PSE 15 has shut down because of an error.  It never says what the error is.  I don't get any splash page or anything.  Restarting the computer didn't help, but I have not reinstalled PSE 15 because the first install was successful, presumably.  Any help will be greatly appreciated.

    Do not count on Windows to be fully up to date when it comes to device drivers

    Go to the vendor site to be sure you have an updated driver for your graphic adapter

    •nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us

    •ATI Driver Autodetect http://support.amd.com/en-us/download/auto-detect-tool

    There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

    Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)
