PSE 15 Plugins

I upgraded and installed PSE 15. I installed ON1 Plugins (64 bit, I checked with ON1). When PSE 15 Editor opens I get a message that some plug ins did not load, which turns out to be the On1 plugins. I have uninstalled both PSE 15 and On1, restarted computer, reinstalled PSE 15, restarted, reinstalled ON1 Photo10, restarted. Opened PSE 15 editor in expert mode and still get the error message that some plugins did not load. I have not had this problem with earlier versions of PSE or On1 software. HELP! I am getting very frustrated.

Does the ON1 plugin show in Filter>ON1 and work?

In the Photoshop elements 15 editor go to Help>System Info and near the bottom of the dialog there should be a list of Duplicate and Disabled plugins and their locations.

forgot to add that the Operating System is Windows 10

The On1 Plugin is Photo 10 not Photo 2017.
