PSE 18 upgrade: photos and tags missing when opening PSE 14 catalog

My catalogue from Adobe Photoshop 14 won’t  transfer properly to an upgrade to Photoshop 18 (eg many photos missing, no tagging).  I didn’t complete all Adobe advised steps before uninstalling Photoshop 14 and installing Photoshop 18 (eg repair of a few broken connections and optimising); but I did backup all media files.  Should I uninstall Photoshop 18, re-install 14, assume the original catalogue will be fully picked up by 14, complete all advised preliminary steps for upgrade, and then re-start upgrade process?
