Currently using PSE 12 on Win 10. I've created with PSE 12 and earlier, galleries but they require flash which is a real problem.
Does PSE 2018 create something like the old galleries?
And are they based on flash?

No, Flash is obsolete.
Newer Elements versions don't rely on Flash and don't provide a way to create web galleries. Things are changing fast, and people more so...
The solution for Elements is to create .mp4 high res videos for slideshows. Today most operating systems offer ways to display and organize files in galleries and albums, especially with smartphones.
So, features like Web galleries and PDF slideshows are now left to Lightroom and Photoshop. There is much less demand for them now for sharing, but you'll probably miss them for your own use. That's why it's recommended for you to keep your older PSE versions as well as the new ones. You can have them together happilly on your computer.
You might also consider free and excellent third party softwares like Faststone Viewer, Irfanview and some others.
