PSE 2018 Inconsistent font size bug

I have noticed that when I cut out a small portion of a photo, say 200x400 pixels, and add text to it,  sometimes it has to be a 3pt size, sometimes a 12 pt. Then since the text is so hard to read, ill start again. After the cut out, I will resize the cutout from 200x400 to say 500x1000. You would think that the font size would need to go up as well, say 6pt to 24pt. Well sometimes it does need to be larger sometimes it has to stay at 3pt, or  two letters will be larger than the entire canvas. The font sizing appears to be inconsistent. If anyone has a clue as to what if anything I may be doing wrong, or has a workaround, it would be appreciated.
