PSE 2019 Editor won't start - even not after reinsatllation

Hi all - Help required 🙏

My PSE Editor won't start anymore - just some actions in the Background and a message like

>>The Photoshop Elements editors workspace is loading …<<  (see the Img attached)
but the message dissapears w/o any error and that's all.


System: Macbook pro 15", Mid 2015, MacOS Monterey 12.6.7,
