PSE 2019 installer blocked by false OS check on Windows 11

I own Photoshop Elements 2019 (version 17), serial number registered to my Adobe account since January 2019. I have a new Lenovo desktop running Windows 11 Home, fully updated.
When I download the installer from my Adobe account (PhotoshopElements_2019_LS30_win64.exe, 2.5 MB) and run it, the installer window opens and immediately shows "Update required — your browser or operating system is no longer supported." The installation never starts.
I have already tried:
- Installing the Creative Cloud desktop app first, then running the installer again
- Running the installer in Windows 8 compatibility mode
- Repairing both Microsoft Visual C++ 2015-2022 Redistributable packages (x64 and x86), with a reboot in between
- Running the installer with the network disconnected (it then reports no network connection)
The ProDesignTools direct download link for the full 2.9 GB offline installer now redirects to Adobe and no longer works.
Since Photoshop Elements 2024 and earlier are not covered by phone or chat support, this forum is my only option. Is there any way to get the 2019 installer to run on Windows 11, or to obtain the full offline installer package?
