PSE 2019 installer blocked by false OS check on Windows 11

I own Photoshop Elements 2019 (version 17), serial number registered to my Adobe account since January 2019. I have a new Lenovo desktop running Windows 11 Home, fully updated.

When I download the installer from my Adobe account (PhotoshopElements_2019_LS30_win64.exe, 2.5 MB) and run it, the installer window opens and immediately shows "Update required — your browser or operating system is no longer supported." The installation never starts.

I have already tried:

  • Installing the Creative Cloud desktop app first, then running the installer again
  • Running the installer in Windows 8 compatibility mode
  • Repairing both Microsoft Visual C++ 2015-2022 Redistributable packages (x64 and x86), with a reboot in between
  • Running the installer with the network disconnected (it then reports no network connection)

The ProDesignTools direct download link for the full 2.9 GB offline installer now redirects to Adobe and no longer works.

Since Photoshop Elements 2024 and earlier are not covered by phone or chat support, this forum is my only option. Is there any way to get the 2019 installer to run on Windows 11, or to obtain the full offline installer package?

    Happy to help, pers.  If you’re buying a replacement, you may want to wait for PSE 2027 to be released next month.  Check system requirements.

    I attempted installing PSE 2019 too, but from its original DVD.  For any that may care to know my experience was only slightly different.  Installation ended at 90 plus percent when this happy alert popped up but no great loss.  Haven’t used it in years.

    Please let us know if any of the solutions found in Peru Bob’s link work for you.  One other thing you might try is to download and install the Microsoft Visual Studio 2013 package.  Install both the x86 and x64 versions.

    Thanks for all the help, but unfortunately nothing worked. I've tried everything, and then some. Moving on now 😊

    Have you tried two things:

     

    1. Updating your video drivers

      2. Starting your computer in safe mode with network support, then trying the installation?

    Take this as a comment and a question.  I switched over to Firefox as my default browser many many years ago and never had issues installing Adobe apps.  It apparently supports TLS 1.2 and higher.  So big whup if Adobe no longer supports Internet Explorer.  I’d try installing Firefox and making it your default and try installing PSE 19 again.

    Before you do that, follow Greg_S’ key advice above.
