PSE 2019 malfunctioning (hanging, freezing)

A few days ago 2019 (which we got in May) started to malfunction. First the program hung after using Process Multiple Files for watermarking. Now most of the photo editing functions are hanging, failing to preview or freezing the program altogether. Then the program won't close, has to be closed with Windows Task Manager. When we installed 2019 on the computer it left  PSE 12 installed and that installation now also appears to be acting up. Some of the other odd behaviour includes selection areas continuing to display on the screen after deselection and just general slowness and lagging.

We are on a Windows 7 PC. When the program was first installed it worked perfectly.

Sorry that Photoshop Elements 2019 is freezing and hanging unexpectedly on your Windows 7 computer every time.
