PSE 2020 - I can't access; it says my operating system W10 latest version is not supported

I cannot get in to PSE 2020; I can sign in to Adobe, but afterwards I get nowhere.

It turns out to be a fault that had to be corrected by an Adobe adviser; something to do with Creative Cloud problem.
