PSE 2020 no longer allowing me to scroll through pictures when trying to open one

This is a brand new issue for me. I installed a software upgrade for my Mac and now my albums are no longer showing and my photos seem like they are frozen. I can't scroll through them and my cursor arrows won't work. This is only in photos

What Mac OS did you upgrade to? Elements 2020 will not work with Ventura (and I don't think it works with Monterey either).

It is Ventura. However I downloaded the free trial of 2023 and it is doing the same glitchy thing
