PSE 2021 Adobe RGB Default Color Profile

In PSE 2021, how do I get Canon Raw .CR2 images using Adobe RGB to load by default with the Adobe RGB color profile?  I have set "Color Settings" to "Always Optimize for Printing" which I presume should determine that Adobe RGB is used.  However, when an image is loaded from ACR, under the menu item Image/Conver Color Profile "Convert to Adobe RGB Profile" is active but "Convert to sRGB Profile" greyed out.  This tells me that in PSE the working color  profile is sRGB and that I have to make a manual conversion to Adobe RGB color space.  I want images that were recorded with Adobe RGB in camera to load into PSE directly using that profile.  I seem to recall that earlier versions of PSE cold do this.  How do I achieve this in PSE 2021?  Thanks to everyone with suggestions.
