PSE 2021 not applying Camera Raw 13.4 update

Adobe Creative Cloud has gone through the motions of downloading and installing the Camera Raw 13.4 update, but the Photo Editor continues to use version 13.0. I've restarted the computer, but the Photo Editor is still using version 13.0. Where is the update?

The Camera Raw update that you have downloaded is for Photoshop CC.   If you are using Photoshop Elements 2021, there is a workaround that will enable you to update Elements to ACR 13.4.   You can find the instructions here.
