PSE 2023 Pencil Color Changed From Red to Dark Gray

I was working on an image that was magnified so I could see details.

I was using the Pencil tool in red.

I needed to move to another part of the image so I changed to the 'hand' tool to move the image. Thereafter the program insisted on using a dark gray with the Pencil tool.
Is this a problem with the program losing a setting called Use Graphics Processor? I found it on a Photoshop Help Page "

There does not seem to be a Preferences>Performance toolbar entry.

How do I get the color back?
