PSE 2025 on WIndows 11 can no longer click on a layer within a project and get the re-size handles

When working with a .png that is a layer in a project, I used to be able to simply click on it to get the layer to get handles, but now I have to use ctrl+t to get the handles...did I change a setting by accident?  Any ideas how to fix so that I don't have to hit ctrl+t everytime I want to re-size/rotate/etc....Thank you!
