PSE 21 organizer - mouse not working correctly

Mouse working weirdly in PSE 21 Organizer but is fine for PSE 21 Editor. No change in action using different mouse or trackball. Right click doesn't work, left click on menu items doesn't work, left click on full screen toggle causes window to bounce around. This happened once before but resolved updating trackball and PSE. Same process not helping now so installed fresh download of PSE 21 then PSE 22 but no change in mouse issue. I have an old version of PSE 13 hanging around.

I tried deleting and reinstalling the mouse drivers - no change. The mouse works on the old copy of PSE13. The window was staying full size, whether in full screen or window mode and if I tried to move the window, it would pop to a smaller window then pop back into full size again if I clicked the mouse, until I managed to resize a side without clicking anywhere else, and wahlah - all works now. If I keep the window smaller than full size, everything works. If I switch to full screen mode, it doesn't work. So it's a monitor or video card/driver issue I guess. Using a Dell U3818DW.
