PSE 23 installation in new Win 11 Pro computer failed

Before MS support expires I just replaced  my Win 10 PC with a new PC running Win 11 Pro, and wanted to move my PSE23 catalog and files to the new PC.  I successfully made a full backup on the old PC ready to restore on the new one.  Then I downloiaded PSE23  from my Adobe account into the new PC and tried to install it.  It whizzed through about 80% of the installation, then stopped.  I tried several more times, unsuccessfully.  I received error message 183 on most tries.

As the following extract from the Adobe installation log shows the first "Fatal" error 183 appeared at 10:14:28 and the subsequent text seems to indicate it was something to do with a "ZIP archive" (whatever that is) that could not be satisfactorily closed. I'm sad my new computer behaved so badly and that I will no longer have convenient PSE access to my thousands of photos.  So would be very grateful if anyone can point me in the direction of a solution. I had hoped to find a tech help service from Adobe... someone I couold talk to who could advise how to fix this.  But it appears Adobe no longer offers such a service.

OK.  You didn't mention the MSVCP120.dll message before.  That is almost certainly the cause of the installation failure.  Since it appears that you relied on the failures of others to influence your decision, I understand that you have not tried this solution.  (And some of the threads you may have seen did not give the correct links and instructions.)

 

So, go to this link and download and install both the x64 and x86 packages.  (If you have an ARM computer, you should also download that package, but I'm not sure if Elements 2023 supports it.)

 

Before installing Elements again, you may also want to try the CC Cleaner.  When I first posted my reply, I think I forgot to add the link to my instructions for using it.  So, if you did not see those instructions which I added later, you would not know that it is necessary to use the ALL option in the first screen.  This may not be necessary but given the number of attempts you have made to install the product, it is probably worthwhile.

@Marjon1, that's why I gave you a specific link to the 2013 Visual C++ Redistributable package.  Thanks for confirming that the suggestion worked.

(@Marjon1 I've been building my own computers for more than 30 years, and I'm not sure I would understand the cryptic remark that was offered to you.  I'm also not a trained professional, but I think I understand the problem better than some kid from the Geek Squad who has no familiarity with the idiosyncracies of this particular program.  If you need further help, just ask.)

A new computer has a warranty of some kind. I assume it's still covered by whoever sold it. 

 

If it's not warrantied, Geek Squad or someone of that ilk is better able to assist with hardware & operating system issues.   Those matters fall beyond the scope of a product user-to-user community.

Sorry folks. I am honestly grateful to anyone who takes time to offer advice or suggestions for solving my problem, and certainly didn't intend to cause any offense, or raise a question in an inappropriate forum.  I had a new (Dell) Win 11 computer and just wanted to move all my programs and data to it from my old (Dell) Win 10 computer.  I'd done similar things before and thought it would be well within my capabilities.  For PSE23 I found advice online and it appeared straightforward. Make a full backup of catalogs and photos on the old computer and download PSE23 from my Adobe account to the new computer. Then restore the backup on the new computer.  All went well except after most of the PSE23 download had run, it terminated with Error 183. When I looked for help and found Adobe's advice covering Error 183 doesn't cover any version of PSE, I wondered if anyone in the PSE Community had experienced anything similar who could offer advice. I tried everything suggested by each responder, except I didn't understand the reference to viz C++ version, and I haven't yet tried installing the .dll file that the PSE23 installer seems to think is missing.  I don't believe it is a hardware problem, so I don't think Dell could/would help,  but since PSE23 installs without any problem on the old Dell with Win 10, but not on the new Dell with Win 11, it could that the missing .dll is either not in Win 11, or is in a different place than Adobe's installer expects to find it. So a solution may not be that far away and if I do proceed with it any  further I may try to add this piece of code in the right place, as suggested.. So  thanks to you all for all your suggestions. Yes it was odd.  Most times it would stop with the Error 183 message.  But now and then I got the message about the .dll. And I did read some things about folks who thought they'd found the solution when they inserted this .dll into some folder somewhere, but it didn't work. Eventually I lost track of the number of the times I tried to do this installation and failed. I figured the innards of my nice new  computer must be totally mucked up with bits and pieces of programs all over the place, and  heaven knows what kind of mess in the registry.  So I reset Windows to get rid of all the clutter and start over. Since it's a new computer I hadn't loaded too much onto it yet. I did see kglad's note but I'm not tech savvy enough to understand what it means. I have to take some time out from this now but thank you for your suggestions and advice.  If I'm still up to it when I get back I may try your latest suggestion.  I don't know if I have an ARM computer or not (it's a Dell Optiflex Tower).  People with the knowledge like you, who take time to help folks like me having trouble, fill the gap created by Adobe's abdication of responsibility to adequately support the customers who buy its products.  If their products (when they work properly) weren't so good, they would be in trouble. . . . One other thing to try is to download and install the Creative Cloud desktop application.  There is no need to purchase any subscription but IIRC, for some users, it was necessary to install the app. in order to install Elements 2023

Thanks for the suggestions Greg, but no joy!

I turned off the firewall and tried again.; but it didn't work.  I ran the Cleaner tool but it didn't appear to recognize the bits of PSE23 that had installed; just listed "Adobe ID credentials", "Fix Host File", and the "Clean all" option.  So I quit the tool. I also installed the CC desktop application, but it made no difference either.  After installing it I tried installling (with firewall off) both the PSE 23 I had downloaded from my Adobe account, as well as the last download from my old computer  (from Dec 23) that has worked perfectly.  Bu the same install failures from both attempts. At least the reported errors  are consistent.  Either I get the generic Error 183; or I get the mnessage "code execution cannot proceed because MSVCP120.dll was not found, reinstalling the propgram may fix this problems".   I scoured the Adobe site for help with the  183 error, but found nothing that helped with this problem.  I did pick up on something I saw from other users who had also received the MSVCP120.dll message.  But although they managed to find the code and install it in the applicable folder it made no difference and didn't solve the problem.  So I didn't pursue that one any further.  This is a pesky problem that either shouldn't exist at all, or should be easy to fix. If I were of a suspicous nature I would wonder whether this was intentionally created to encourage users to ease their frustrations by running out to buy all the latest Adobe offerings now that  PSE has become a bit long in the tooth!

There is no reason for you to abandon Elements 2023.

You should temporarily turn off any firewall and anti-virus protection on your new computer and try the installation again.  If that doesn't work, use the Creative Cloud Cleaner Tool to remove your first efforts at installing Elements 2023.  The cleaner tool is a little tricky but you can use my instructions found here.

1. Install Elements 23 with the installer disk or download that came with your purchase.

2. In order to install software on Win11, you need a computer user account with administrative permissions. Your operating system will ask if it's OK to make changes to system files. This is normal behavior.  Just say YES at the prompt to complete installation routine.

 

3. Backup & Restore Elements Organizer Catalog --

- For my (unsuccessful) attempt to install PSE23 on my new computerI I re-downloaded the 2023 verseion that I purchased, directly from my Adobe account.

- I am the Win 11 Pro administrator on the new Win 11 Pro computer ... .but didn't get any questions during the installation process before it failed.

- I completed a full backup of the organizer and photos on my old computer; that I was all ready to restore on the new computer after the PSE 23 install completed (but since it failed I never got that far!)

I probably need someone who can interpret the fatal errors on the Adobe installation log, and tell me how to fix them. But I have no idea where to go for that kind of help. Not Adobe. I searched all over over its website but found nothing.  If there really is nothing I can do I think I'll reinstall Windows to get rid of the partially installed PSE23 (which doesn't show up on the list of installed programs), and start over. And look for different photo software that will install without failing.  Too bad.  I liked PSE and used it for decades!
