PSE 7 invalid serial number

I have been on a chat with "customer service" for over an hour just to be redirected here. Hopefully someone can help. I have PSE 7  and Permiere Elements 7 and am trying to download them onto a brand new computer. I can get them installed, but when i go to enter the serial numbers, i get an error message that they are invalid. The customer service person said the number was valid, and had me uninstall and reinstall about 4 times and its still not working.
