PSE 9 Asks for country/region every time
Running PSE 9 on Windows 10. Whenever I open it, it asks me to choose a country/region and every time I have to choose it twice because it goes to Afghanistan the first time every time. I've found and tried pretty much every solution I could find on the adobe forums except for uninstalling because it can be annoyingly difficult to find an older adobe application to install a lot of the time. I also haven't restarted my computer yet to see if that works. I haven't made a new user account either.
I have run as administrator and done everything I could with that to no avail.
For some reason I cannot seem to find it listed in the registry editor, or at least not under 'software' or 'adobe'. I managed to find the appdata for it in file explorer, but there is no file called 'elements.ini' in there, and I can't open any '.psp' files either. There's not even an option for 'edit>preferences>country/region' in the application; it doesn't exist.
Please help. This prompt is seriously annoying. If I accidentally click the photoshop shortcut and want to get rid of it, I literally have to start task manager and end it to exit it.
