PSE 9 Organizer loads but opens and immediately disappears

Have been happily using PSE 9 for years. No issues. During a recent session, experiences a mini power surge. All windows (7) programs work. PSE editor loads, opens, and displays properly. Organizer, however, briefly opens, then disappears. In Task Manager, it shows to be running. I can enter it from editor. But that is extra steps. How to fix?

Here is what I have done all to no avail:

1. Windows Check disk; repaired problems

2. cleared browser cache

3. scanned program and entire computer with Avast and fixed any poroblems with registry

4. made new direct shortcut on desktop

5. uninstalled program and reinstalled

6. Made sure to check for and install any recent updates

What other options do I have? I really do not want to have to do a forensic uninstall and then have to re-tag all photos (more than 3000). It seems as though there is just one corrupted file that could be replaced, or one registry entry?, but I do not know what it would be. Cannot find a telephone number for Adobe support for PSE 9.
