PSE automatic photo downloader issues...

I am running Elements with both Photoshop and Premiere installed on my Windows 10 (1803) Acer computer(s). When I was upgrading inadvertently told Elements to set up an "Automatic Photo Download" from my Cell Phone when it was plugged in via a USB port.  Others have complained about how slow to respond this process can be, especially with loaded Android phones on Windows 10, latest version(s).  I am desperate to figure out what I have to do to tell Windows 10 to stop invoking the Adobe photo download dialog when I plug my phone in.  I'm not sure how to get at it any more, under previous incarnations of Windows, the startup program list was pretty easy to find.  On my computer, I have Norton Internet Security running and it provides a "startup manager" which harks back to earlier days, but I can't figure out which startup executable needs to be "turned off" so that the photo download dialog will not automatically pop up every time I plug in my phone.

I note other forum posts complain about how slow it can be on Windows 10, and one user observes that something seems to be interfering with Outlook which I need to be able to use (mostly for testing purposes) because we provide Tech Support to elderly residents in a CCRC (Continuing Care Retirement Community) as volunteers.

Under Setings, Apps, Startup, Adobe GC Invoker Utility seems to the cause.  I have a 3' third party USB power connector (not really tuned for data use) that I plug into a USB 2.0 port on my old All-in-One desktop to keep my phone charged while I'm on-line or working on something.  The utility takes about 5 minutes to come up and stabilize, so having it turn itself on every time I plug in my phone has been a PITA!  I need to start downloading pictures from our phones using a different computer.
