PSE doesn't load but starts...

Hello people!

After starting PSE19 I see a brief loading animation on my mouse cursor, but PSE19 does not start. In the Windows 10 task manager, however, I see that PSE19 has started. My PC meets all the requirements for PSE19 and I have already worked with the program. However, the surface has recently stopped loading. I've already reinstalled PSE, but it didn't work. I am a little loss what that could be?
