PSE on additional Computer without Creative Cloud

How can I install PSE onto an additional computer without using Creative Cloud.  I do not use that but each time I try to inquire about anything or download anything I am directed to CC.  I do not even know what it is as I have NEVER used this and why is "chat" an option when it cannot actually be utlized
