PSE Organiser Page sitting too high therefore cannot activate the top function bar.

The Organiser Workspace is sitting too high on the screen meaning that I cannot operate the top function bar.   Strangely enough this is corrected, momentarily, when I choose "Other Adobe Services" from the "Safari" menu in the Top Left of the Screen!  Any Help really appreciated.
