PSE10 to PSE15

I already have PSE10 and I am thinking of upgrading to PSE15 + Premier15. Do I have to buy the full version to do this or, is there a cheaper method of just upgrading?

Also, if I use any Adobe products, can my photos be viewed, accessed or retrieved from ANY source other than my own personal computer?

    Shop around . You will often find cheaper prices at on-line stores; so you are not restricted to buying directly from Adobe. Also the boxed version is multi-platform (Windows & Mac) whereas downloads are single platform.

    Your photos remain on your hard drive or external hard drive. With products like Lightroom Mobile Web you decide which images to sync but that requires a Creative Cloud subscription. PSE15/PRE15 are not subscription products.
