PSE2024 Organizer Folders that are empty

I file my images according to Year NNMonth Day; so my tree inside the Organizer looks something like this:

My QUESTION is:  If one of the subfolders (in this case, the 1981 folder) is empty, it doesn't seem to show up in my Catalog Tree. If I don't see a Year folder in the tree, I try to make a new folder and PSE tells me the folder already exists. HOW do I "see" the folder IN PSE so I can sort my images into the proper Year folder?

Within the past couple of weeks, I have had exactly the same issue as you are describing.  One solution is to put images in the new folder and Import>From Files and Folders.   If your intention is to move files already in the catalog to the new folder, you only need to place one image in the folder (using File Explorer) for it to show up in the My Folders panel. 

 

The other solution would be to select the files you want to move to a new folder, then use the File>Move command, and create a New Folder in the navigation dialog:

Right-click on the parent folder and choose Show All SubFolders from the context menu.

Thank you for answering my question, Greg.
Sadly, I have done this and I still can't "see" the 1981 folder in the PSE Organizer Folder tree. 
I'm attaching an image of the two trees, the one on the left is from my External Hard Drive (EHD) and the one on the right is from inside PSE.
As I mention above, ONLY the empty folders are not showing up in the PSE Folder tree. The only way I've been able to fix this is to delete the empty folder in the EHD; then from inside PSE Organizer add the folder again. However, if I don't put something in the new folder before closing/exiting out of PSE, the folder will not be seen in the tree when I open PSE Organizer again.

I've STARRED where I just tried to add a new 1981 folder once, then closed/exited out. I then opened it up again and didn't see it. So tried again and got New Folder (2). You can see how the two folders shows in both EHD and PSE. I haven't closed/exited out yet after making New Folder (2); so it is currently showing up in the tree, but don't have anything in it.
