PSE21 Video to GIF?

Hello,I am considering purchasing Photoshop Elements 2021 after my CC subscription lapsed last year. Previously, I used Photoshop CC to convert videos into GIFs for my blog. If I purchase PSE21 will it still have the functionality for me to convert video files to GIFs, or should I purchase Photoshop CC again? Alternatively, is there a better option (like Premiere Elements)?

Although there are certain features in Photoshop Elements that allow you to create animated gifs from images, there is no capability to create an animated gif directly from a video clip. However, that capability exists in Premiere Elements.
