Can anyone shed light on the possibility of installing PSE4.0 on my MacBook Air with Big Sur 11.6.2?

I used to have it on a MacBook from 2008 which doesn't come back to life anymore. I still have the installation  CD-ROM with a serial number if that helps. I am trying to install from that CD-ROM.

While installing, a message shows up that there was a problem with the installation and that I should contact the manufacturer of the software. The installation cannot be completed.

Pse 4 will not install on your mac because pse 4 was made for Macs with PowerPC Processors and early Intel Macs like your 2008 that had Rosetta to emulate a PowerPC Processor.

 

New Macs either run Intel or M1 Processors and apple depreciated Rosetta after 10.6 Snow Leopard and the running of 32 bit applications starting with macOS Catalina 10.15.

 

Photoshop elements 2022 should run fine on your MacBook Air with Big Sur 11.6.2.
