PSE7.0 OEM re-install?

I had a problem with PSE7.0 not opening correctly with no menus and no functionality. To try and resolve as per another forum, I tried to re-install. However, I now find that because the program was pre=loaded on my PC I cannot activate the re-install. I am therefore left with NO software.

Is there any way around this problem?????
