What do I need to do for Elements 11 to import Fuji raw files (RAF)?  Thank you

From which Fujifilm camera model exactly?

Supported cameras are listed here: Cameras supported by Camera Raw

I suspect your camera is too new for Elements 11. You probably need to upgrade to Elements 2018.

Or stick with Elements 11 and use the free DNG converter

Digital Negative (DNG), Adobe DNG Converter | Adobe Photoshop CC

If you're using the X-T3, Adobe not yet support that camera at all

Thank you John.  Fuji XT-20.  It's in the list of supported cameras.

I am working with the DNG converter, but would prefer to avoid it (more time editing!) if possible.

The XT-20 was first supported in Camera Raw 9.9 which is only compatible with Elements 2018.

Camera Raw plug-in and Adobe application compatibility

The only way to avoid using the DNG converter is to pay to upgrade to Elements 2018.
