    For my touble of RAM,  Memory and Edit for Photoshop Elements 2018, following modification was effective for running correcly.

    Invalid Numeric Entry - An integer between 96 and 8 is required

    The workaround is to edit the registry... at your risks and perils.

    I chatted with Photoshop and they took control of my machine and changed the registry entry.  That solved my RAM error but I still don't see Photoshop listed when I use "open with" to open a jpeg.  I can open by dragging the jpeg into Photoshop, but can find no way to select PS from the "Open With" menu or set Photoshop as the default opener.
