Re-download Photoshop Elements

I purchased the downloadable version of this program.  I started having problems with it and thought a reboot might solve the problem.  Now that I have deleted it from my computer I don't see how I can access the download again.  Is this not possible?

    I am sad that this does not solve the problem. I get messages on the two separate download files of not recognizable and that there is no application to open the file.

    Any other input that I can try to do would be appreciated.
