I have PE 12 and have had the same annoying problem but have now solved it as below:

Edit file using Photoshop.
Do not use “Save As” instead go to “Save for Web”.
Save file as GIF or JPEG
JPEG files can be saved in various sizes (High, Low, Medium)
Save file, store where needed, then use to send to iPad or iPhone.
I have sent a GIF file of up to 3Mb that is OK but a JPEG file of less than 500Kb is probably best. No problems now.
